Good news: the Anmeldung does not require a bank account. You only need your passport, the registration form and the landlord confirmation (Wohnungsgeberbestätigung). So the order is: sign the lease, get the confirmation from your landlord, register at the Bürgeramt, then open a traditional bank account. In the meantime, open an online account like N26 or bunq with your passport and visa, which usually works before registration. Most landlords accept a first rent payment from any SEPA account, and an online bank gives you a German IBAN on day one.
